Като мотив дружеството е посочило пуснатите в експлоатация само през последния месец и половина соларни паркове с обща мощност над 250 МВтр (мегават пик). След спешно издаване на Акт 16 фотоволтаиците били присъединени към мрежата в Югоизточна България. Според енергийни експерти след приемането на поправките в Закона за възобновяемите енергийни източници соларните фирми работили денонощно под пълна пара, за да довършат и пуснат в експлоатация фотоволтаиците си преди влизането в сила на новите цени на тока.
Така те хващат последния влак за двойно по-високи изкупни цени от стария регулаторен период, който изтича на 30 юни. В проекта на ДКЕВР за промяна на цената на тока от 1 юли 2012 г. включването на тези нови фотоволтаици не било заложено.
Така високите изкупни цени на тока, произведен от тях, на практика оставали за сметка на ЕРП-тата, които събират парите от крайните клиенти. И тъй като ще влизат в експлоатация нови и нови соларни и ветрогенераторни паркове, EVN иска токът да скача на всеки 3 месеца. Ако идеята бъде приета, България ще стане първата страна в ЕС, в която цените се променят на 3, а не на 12 месеца. Това ще удари жестоко всички абонати, тъй като дори при малко поскъпване на всеки три месеца за година скокът ще бъде доста голям.
